Introduction

Temasek's AI Automation & Fluency function is building the enterprise capability to enable every employee to work effectively with AI - not just as a consumer of AI tools, but as an active builder of AI-powered workflows. The Citizen Developer AI Agent Enablement Engineer is a hands-on practitioner and enablement specialist who sits at the intersection of platform engineering and organizational capability building.

 

This role is responsible for translating Temasek's enterprise agentic AI platform into reusable patterns, guided workflows, and practical toolkits that empower non-technical users - investment professionals, operations staff like HR, Finance, Legal teams, and business analysts - to build their own AI-assisted solutions within a governed, secure environment. You will work closely with business team to formulate solutions that best-fit for their work in the Agentic AI era, identify re-usable agents pattern and deploy agents that could benefit wider communities. 

Responsibilities

Enterprise citizen developer enablement

  • Design and deliver structured enablement programmes that equip non-technical employees to build low-code, no-code, and AI-assisted solutions using Temasek's approved enterprise platforms (e.g. Microsoft Power Platform, Copilot Studio, or equivalent AI tooling).
  • Develop role-specific learning pathways for key employee segments — investment professionals, portfolio monitoring teams, operations, and support functions — that contextualize AI capability building within real workflow scenarios.
  • Build and maintain a library of pre-validated citizen developer starter templates, prompt patterns, and agent workflow blueprints that teams can adapt without deep technical expertise.
  • Run hands-on workshops, office hours, and embedded team sessions to accelerate capability from awareness to active production use.

 

AI-in-workflow translation

  • Translate agentic AI capabilities — including multi-step agent orchestration and tool-calling patterns — into accessible, reusable workflow modules that non-technical builders can deploy safely.
  • Partner with AI platform engineers and architects to surface emerging platform capabilities, distil them into citizen developer guidance, and feed employee demand signals back into the platform roadmap.
  • Identify high-value workflow automation opportunities through structured discovery with business teams, and prototype proof-of-concept solutions that demonstrate what is possible within guardrailed boundaries.
  • Create and maintain technical explainer documentation, decision trees, and 'when to use which tool' guides that demystify the AI platform landscape for non-engineers.

 

Change and platform alignment

  • Serve as the primary engagement point between business teams and the enterprise AI platform, ensuring citizen developer solutions are architecturally aligned, security-compliant, and built on approved tooling.
  • Partner with the security team to embed responsible AI practices - including appropriate human-in-the-loop design and data-handling standards - into citizen developer patterns from the outset.
  • Track adoption of citizen developer tools and templates across business units; identify blockers and iterate on enablement materials to drive sustained engagement beyond initial activation.
  • Contribute to Temasek's internal AI fluency community by showcasing citizen-built use cases, facilitating peer learning, and recognizing exemplary adoption within business teams.

Requirements

Experience and background

  • 3–7 years of experience in technology, digital transformation, or enterprise enablement roles within financial institutions, consulting, or technology companies.
  • Proven track record scaling citizen development programmes - including low-code/no-code platforms, RPA, or AI-assisted tools - across non-technical user populations in regulated environments.
  • Hands-on experience building and deploying workflows using platforms such as Microsoft Power Platform, Copilot Studio, Anthropic Claude, or equivalent agentic AI tooling; familiarity with prompt engineering and agent configuration is a strong advantage.
  • Solid understanding of at least one core business domain (investment operations, financial analysis, compliance, or portfolio management) sufficient to contextualise AI enablement within real workflows.

 

Skills and capabilities

  • Strong instructional design ability - capable of translating complex technical concepts into approachable, actionable guidance for non-technical audiences at varying levels of seniority.
  • Excellent facilitation and stakeholder engagement skills; comfortable running workshops with senior business leaders as well as hands-on build sessions with individual contributors.
  • Analytical and systematic: able to identify high-value automation opportunities, scope realistic citizen developer solutions, and define measurable success criteria.
  • Collaborative and platform-aligned: understands the importance of working within enterprise architecture guardrails and proactively engages governance and security teams rather than circumventing them.
  • Self-directed and iterative: comfortable operating in an evolving environment where tooling, patterns, and best practices are changing rapidly, and able to update materials and approaches accordingly.
