Introduction
This Change and Control function serves as a strategic front gate between Operations and the rest of the organization, and external partners. It is segregated into Change Management, Vendor Management and Business Management. This role defines the target operating state of Temasek’s operations and outlines the roadmap to achieve it.
As a Director, you will be responsible for overall strategy of your function. You will be expected to have a good understanding of the overall industry landscape, it’s developments and pressures with relevance to Temasek. You will be seasoned in (not limited to) team management, cost management, and change management. Your role will be forward looking and strategically focused.
Responsibilities
Change and Control Management
- Front gate and manage all changes impacting Investment Services, with consideration to priority, resources, business value, impact to overall service catalogue.
- Assess longer term resourcing needs from change, partnering Management on efficiency and capacity planning or escalating for permanent resourcing where required.
- Understand overall business roadmap and key priorities of investment teams to forward plan the needs of Investment Services.
- Build relationship with all business stakeholders, ensuring clarity on the Dept’s service catalogue.
- Maintain service catalogue. Generate clarity on the function of Investment Services.
- Project managed large change initiatives where multiple functions outside of Investment Services is involved
Vendor Mangement
- Provide governance and oversight of all operational vendor relationships, serving as the primary escalation point
- Manage commercial arrangements, ensuring fees remain competitive and aligned to market benchmarks
- Optimise vendor ecosystem by leveraging multiple providers and cross‑service opportunities to enhance service delivery
- Oversee service performance, addressing issues with vendors and driving continuous improvement
- Conduct relevant due diligence and maintain a clear understanding of vendor strategies relative to Temasek’s objectives
- Partner vendors to align work pipelines with system and operational changes
- Ensure access to broader institutional relationships with vendors where available
Business Management
- Manage cross‑functional needs for Investment Services, including budgeting, resourcing, training, and organisational structure
- Ensure the Investment Services structure remains aligned with strategy, incorporating structural changes where required
- Partner Vendor Management to assess the global resource landscape, outsourcing opportunities, and technological advancements, and drive proactive initiatives in response to environmental change
- Oversee MI/KPIs to ensure the value, performance, and impact of Investment Services are clearly measured and understood across the organisation
- Manage the functional budget to ensure appropriate prioritisation and value delivery
- Develop and manage cross‑functional rotations, strengthening generalist capabilities while safeguarding business‑as‑usual continuity
Requirements
Experience
- Minimum 15 years’ experience within investment management, asset ownership, private equity, sovereign wealth funds, or financial services
- Proven experience in investment operations and change management, with regional or global exposure
- Strong understanding of the investment lifecycle, fund structures, SPVs, and portfolio reporting
