Introduction
The increasing reliance of businesses on technology means that cybersecurity and technology risk management is a strategically important function within Temasek. The implementation of an effective and comprehensive cybersecurity defence plan and strategy will enable Temasek to be better prepared for these risks and evolving cybersecurity threats. The Cybersecurity Centre of Excellence (CoE) supports the Cybersecurity team with two areas of focus, programme governance, reporting & financials, outreach & change.
Responsibilities
This position sits within the Cybersecurity Centre of Excellence (CCoE) Department and report to the CCoE Lead. The individual should have a strong record of delivering results through outstanding performance and effective communication skills. They will have experience managing complex programmes in large enterprises, preferably cybersecurity or technology organizations, and have experience managing stakeholders across different functions.
Change Management & Engagement Support
- Drive change management of Cybersecurity programmes, through developing change materials and executing impactful communication strategies tailored to various target audiences, ensuring clear, meaningful messaging that resonates with stakeholders.
- Engage with key stakeholders at all levels of the organization to build support for change initiatives, ensuring awareness, commitment, and adoption of the assigned project.
- Support engagement and organization of regular cyber forums with external stakeholders, portfolio companies, and ecosystem.
- Support department for horizontal/vertical reporting requirements
- Support deployment and monitoring of proof-of-concepts (POC) to test new cyber solutions and technology.
Business Management
- Take responsibility to oversee the execution of business projects, from requirement analysis and solution design to project implementation, ensuring timely delivery.
- Carry out cybersecurity project/programme management, pre and post project/programme operational requirements and proper documentations. Support onboarding of ecosystem partners.
- Support service renewal of cyber vendor services with Procurement, Legal and Finance teams.
- Support the department in performance metrics, monitoring and reporting.
- Work across the department to maintain and ensure all cyber key documentations (strategy, policies, architecture, risks etc.) are updated and maintained.
- Act as the project’s business owner, coordinating cross-departmental resources to ensure smooth inter-team collaboration and effective implementation.
- Develop management reports to provide insights into programme performance and governance at a strategic level.
- Ensure programme governance, organize governance/risk meetings, documentations as well as escalating on risks.
Requirements
- Bachelor’s degree in computer science, Information Systems, AI, Business or equivalent
- PMO related and cyber / ICT related qualifications (eg. APM, CSM, PMI-ACP, PRINCE2, PMP, ISC2/ISACA cyber certificates) is an added advantage
- 6+ years’ experience as a Change Management Lead/ Business Manager / Programme Manager, managing large tech initiatives with enterprises, preferably cybersecurity initiatives
- Prior experience in financial planning, change management and/or business analysis will be an advantage
- Track record of managing multiple complex projects and programmes while demonstrating exceptional judgement and ability to influence
- Experience building, executing, and scaling cross-functional programmes
- Experience working with broad groups of stakeholders including senior leadership
- Experience using data and metrics to measure impact and determine improvements
- Experience presenting metrics and progress against goals to senior leadership
- Effective problem-solving and mediation skills
- Ability to adapt to fast-paced and changing environments
- Ability to lead project teams as well as work independently to organize, manage and complete projects
- Excellent communication, presentation, and advisory skills, capable of engaging senior stakeholders
