Introduction

The increasing reliance of businesses on technology means that cybersecurity and technology risk management is a strategically important function within Temasek. The implementation of an effective and comprehensive cybersecurity defence plan and strategy will enable Temasek to be better prepared for these risks and evolving cybersecurity threats. The Cybersecurity Centre of Excellence (CoE) supports the Cybersecurity team with two areas of focus, programme governance, reporting & financials, outreach & change.

 

This position sits within the Cybersecurity Centre of Excellence (CCoE) Department and reports to the CCoE Lead. The individual should have a strong record of delivering results through outstanding performance and effective communication skills. They will have experience managing complex programmes in large enterprises, preferably cybersecurity or technology organizations, and have experience managing stakeholders across different functions.

Responsibilities

Change Management & Ecosystem Engagement

  • Drive the change management of cybersecurity programmes by developing communication plans, engagement materials, and adoption strategies tailored to different stakeholder groups.
  • Partner with stakeholders across various levels of the organisation to build awareness, alignment, and commitment for change initiatives, and to support successful implementation and adoption.
  • Plan and support engagement initiatives with external stakeholders, including portfolio companies and ecosystem partners, such as cyber forums, sharing sessions, and community outreach activities.
  • Develop clear and meaningful communications, presentations, and updates to support internal and external engagement efforts.
  • Manage the onboarding and coordination of ecosystem partners involved in cybersecurity initiatives and programmes.

 

Business Management & Strategic Support

  • Support the department’s business management activities, including financial tracking, budgeting, work planning, and coordination of strategic priorities.
  • Consolidate department updates and support horizontal and vertical reporting requirements, including the preparation of management reports, dashboards, and presentations for leadership and stakeholder reporting.
  • Track and monitor performance metrics, programme progress, milestones, risks, and operational outcomes, and provide insights to support decision-making and governance.
  • Staff executive engagements by coordinating meeting materials, briefing notes, talking points, and follow-up actions for leadership discussions and decision-making.
  • Coordinate with Procurement, Legal, Finance, and other internal stakeholders to support the renewal and administration of cybersecurity vendor services and related business processes.
  • Work across the department to maintain and update key cybersecurity documentation, including strategies, policies, standards, architectural artefacts, and risk-related records.

Programme Management & Process Improvement

  • Manage and coordinate cybersecurity and business initiatives from requirements gathering and planning through execution, implementation, and post-implementation follow-up, ensuring timely and quality delivery.
  • Support end-to-end project/programme management, including governance, risk and issue tracking, documentation, status reporting, and stakeholder coordination.
  • Organise governance forums and risk discussions, maintain proper documentation, and escalate key risks and decisions where appropriate.
  • Coordinate the deployment and monitoring of proofs of concept (POCs) to evaluate new cybersecurity solutions, technologies, or ways of working.
  • Identify, drive, and support initiatives to improve departmental processes, including automation, optimisation, and operational streamlining, to enhance efficiency and effectiveness.
  • Act as a key business coordination point across teams to ensure smooth collaboration, clear accountability, and effective execution of cross-functional initiatives.

Requirements

The ideal candidate possesses the following:

  • 6+ years of relevant experience in one or more of the following areas: change management, business management, programme/project management, or PMO, preferably in large and complex technology-driven environments.
  • Demonstrated experience in managing and coordinating multiple projects or programmes simultaneously, with the ability to balance priorities, timelines, and stakeholder expectations.
  • Experience in driving cross-functional initiatives involving multiple stakeholders across business and technical teams.
  • Strong experience engaging and working with a broad range of stakeholders, including senior leadership and external partners.
  • Prior experience in financial planning, budgeting, business analysis, or departmental strategy/work planning.
  • Experience in performance tracking, management reporting, and the use of data/metrics to monitor progress, measure impact, and identify improvement opportunities.
  • Strong problem-solving, coordination, and organisational skills, with the ability to manage ambiguity and drive follow-through.
  • Excellent communication, presentation, and stakeholder management skills, with the ability to translate complex topics into clear and meaningful messages for different audiences.
  • Ability to work effectively in a fast-paced, evolving environment, while remaining adaptable, resourceful, and delivery-focused.
  • Proven ability to work both independently and collaboratively, including leading initiatives or workstreams to successful completion.

Good to have

  • Experience in cybersecurity, ICT, or other technology-related domains.
  • Hands-on experience in change management for enterprise-wide or large-scale transformation initiatives.
  • Experience supporting executive engagements, governance forums, leadership reporting, or board/management updates.
  • Experience in process improvement, automation, optimisation, or operational transformation initiatives.
  • Relevant certifications in change management, project/programme management, agile, or cybersecurity (e.g. Prosci, APMG Change Management, CCMP, PMP, PRINCE2, CSM, PMI-ACP)
  • Relevant cybersecurity or ICT certifications, such as certifications from ISC2, ISACA, or equivalent professional bodies.
  • Strong influencing skills and sound judgement in navigating complex stakeholder environments.
